Beach driving is one of the most popular activities for visitors to Worimi Conservation Lands. The Park provides four-wheeled drive access to more than 19km of Stockton beach front and over 350 hectares of dune driving in the Recreational Vehicle Area at the Southern end of the Park.
All vehicles must be registered and must hold a valid WCL beach vehicle permit. The BVP system is an important source of revenue for the Board, which is used to provide visitor facilities and contributes to conservation within WCL.
Historically a paper permit system has been in place with visitors required to attend a nominated agent’s site before arriving at the Park in order to purchase a permit. This would then need to be fixed to the vehicle.
Increasing levels of visitation and increasing costs in recent years have resulted in the paper permit system becoming inefficient and costly while failing to support enforcement efforts. Most importantly, visitors have overwhelmingly told us that their expectation is to be able to purchase a permit online as is possible with other parks in NSW that provide four-wheel driving access.
The Worimi Conservation Lands Board of Management is therefore upgrading the current paper-based BVP System to a digital permit system. From the 03rd March 2026 permits will only be available online.

Will the prices go up?
No, prices are not changing. The only change is how you purchase your permit.
Will the permit types or conditions change?
No, all of the permits (3 Day Permits, Annual Permits, Pensioner Permits and Recreational Vehicle Area Permits) are still available with the same conditions. The only change is to how you purchase them.
Is my existing pass still valid?
Yes, all existing passes remain valid for their full duration. Simply keep displaying your current paper pass on your windscreen until it expires. When it’s time to renew, you’ll need to purchase your next pass online.
Why is the system changing?
Visitors have told us they want to be able to purchase permits on‑line. The digital permit system will simplify purchase and enforcement and bring the Park into line with all other Parks in NSW which charge for vehicle entry.
